To cut plastic test cards into strips for either dipsticks or tests in plastic devices. The user inserts the plastic test cards between the two guides and into the drive roller. The drive roller indexes the card into the guillotine knife assembly. Upon completion of indexing the top knife moves down against the bottom knife and cuts the test card.
